Emergency HEAP-Winter Crisis Program

HEAP’s Winter Crisis Program (WCP) provides assistance with utility disconnection, impending utility disconnection and bulk fuel supplies during the winter heating season of November 1 through March 31. Eligibility is based on HEAP guidelines, including income guidelines that are at 175% of the federal poverty level. 

Due to COVID-19 safety precautions, most applications for the HEAP WCP will be taken over the phone by appointment. A very limited number of in-person appointments will be available for those whose utilities are already disconnected. Appointments can be scheduled via the toll-free appointment line at 1-440-381-8230 or online at https://app.capappointments.com/

All applicants will need to submit required documentation and can do so by mailing to Lifeline Energy Assistance Office PO Box 496 in Painesville, Ohio 44077, or by dropping it off in our office or in our office drop box.

WCP Income Guidelines: GROSS INCOME

Low Income Household Water Assitance Program

Lifeline’s new federal Low-Income Household Water Assistance Program provides eligible residents assistance paying water and wastewater bills. The program runs through March 31, 2024.

 

Percentage of Income Payment Plan (PIPP Plus!)

Regulated utility companies offer the Percentage of Income Payment Plan (PIPP) to allow customers to pay a percentage of their monthly income to maintain their utility service. The program varies slightly by utility company, but allows customers an option for maintaining their utility service when a household budget is not sufficient to cover their entire usage. The PIPP program has income eligibility criteria of 150% of the federal poverty level.

Emergency HEAP-Summer Crisis Program

The Summer Crisis Program provides air conditioners and payment towards electric bills in the summer season for our community’s most vulnerable residents. The HEAP SCP runs July 1 through September 30 and is designed to help qualified households pay for cooling in the hot summer months. Through the SCP, eligible households can receive a one-time payment on electric bills AND/OR an air conditioner or fan. Air conditioners and fans are available in limited quantity and will be given out on a first come, first serve basis. Eligible households must have a 90-day gross income that falls at or below 175% of the federal poverty level AND meets one of the following eligibility criteria: either has a household member who is over the age of 60, provides original physician documentation of medical necessity, have a disconnection notice, or needs help paying their first PIPP payment or PIPP default.
