Emergency HEAP-Summer Crisis Program
The Summer Crisis Program provides air conditioners and payment towards electric bills in the summer season for our community’s most vulnerable residents. The HEAP SCP runs July 1 through August 31 and is designed to help qualified households pay for cooling in the hot summer months. Through the SCP, eligible households can receive a one-time payment on electric bills AND/OR an air conditioner. Air conditioners are available in limited quantity and will be given out on a first come, first serve basis. Eligible households must have a 90-day gross income that falls at or below 175% of the federal poverty level AND meets one of the following eligibility criteria: either has a household member who is over the age of 60, OR provides original physician documentation of medical necessity.

Percentage of Income Payment Plan (PIPP Plus!)
Regulated utility companies offer the Percentage of Income Payment Plan (PIPP) to allow customers to pay a percentage of their monthly income to maintain their utility service. The program varies slightly by utility company, but allows customers an option for maintaining their utility service when a household budget is not sufficient to cover their entire usage. The PIPP program has income eligibility criteria of 150% of the federal poverty level.
Emergency HEAP-Winter Crisis Program
Emergency HEAP’s Winter Crisis Program (WCP) provides assistance with utility disconnection, impending utility disconnection and bulk fuel supplies during the winter heating season of November 1 through March 31. Eligibility is based on HEAP guidelines, including income guidelines that are at 175% of the federal poverty level. Individuals who are homebound due to a medical condition may arrange for a home visit.
Walk-ins appointments are accepted on a first-come, first serve basis at 7:30 a.m. each Monday, Wednesday and Friday morning. Every effort will be made to see as many walk-ins customers as possible, based on the staffing available—this may vary from day to day.
Customers will not be allowed to come in for walk-in appointments unless they are able to provide all required documentation at that time. Appointments are scheduled during the remaining hours via the toll free appointment line at 1-866-223-1471. Home visits are available to those who are homebound due to a medical condition.
